USAID Water Governance for Sindh (WGS) Activity:
HANDS is implementing the USAID-funded WGS Activity (project) to provide technical assistance and a wide range of practical capacity-building interventions to the Municipal Committee Jacobabad (MCJ) to deliver clean drinking water, manage wastewater and solid waste management services for the people of Jacobabad. WGS Activity will build human and institutional capacity to improve the water and solid waste system's operations, maintenance, and repair. Capacity-building approaches will be customized based on needs and context analysis and implemented as an integrated process in close coordination with the construction effort by USAID and the Government of Sindh through the Municipal Services Program Sindh. The over-arching purpose of the activity is that MCJ delivers sustainable and effective municipal services, building trust and ownership of the local community, leading to MCJ becoming financially self-sustainable.

2. Objectives: The Assistant Manager, Contract & Compliance will be responsible for overseeing all aspects of contract management and ensuring organizational compliance with legal and regulatory requirements with respect to USAID Project.
3. Scope of Work: The Assistant Manager, Contract & Compliance will perform the following tasks:
Contract Management:
- Oversee the execution of contract.
- Ensure that contracts comply with legal and regulatory requirements.
- Monitor contract performance and address any issues or discrepancies.
Compliance Management:
- Conduct regular compliance assessments.
- Identify areas of non-compliance and develop corrective action plans.
- Stay updated on relevant laws, regulations, and industry best practices.
- Provide guidance and support to internal stakeholders on compliance matters.
- Training and Education:
- Raise awareness of contractual and regulatory obligations throughout the organization.
- Provide guidance and clarification to employees on contract-related queries.
Reporting and Documentation:
- Prepare regular reports on contract management and compliance activities for management and stakeholders.
- Maintain accurate and up-to-date records and documentation related to contracts and compliance activities.
Risk Management:
- Identify potential risks associated with contracts and compliance and develop risk mitigation strategies.
- Implement controls and measures to minimize contractual and compliance risks.
- Monitor and assess the effectiveness of risk management practices and recommend improvements as needed.
4. Reporting: The Assistant Manager, Contract & Compliance will report to Chief of Party and Finance Specialist. Regular reporting should include updates on contract management activities, compliance assessments, and any identified non-compliance issues.
5. Duration and Location: This position is a contract base position for two years. The Assistant Manager Contract & Compliance will be based at Karachi and may be required to travel occasionally for meetings or training purposes to Jacobabad.
6. Qualifications and Experience:
- A bachelor's degree in law, finance, business administration, or a related field. A master's degree or additional certifications in contract management or compliance would be an advantage.
- 3-5 years of proven experience in Audit and Compliance roles is required. Experience in USAID Projects is an additional advantage.
- Strong knowledge of contract law, regulatory requirements, and industry best practices.
- Excellent analytical and problem-solving skills, with a keen attention to detail.
- Exceptional communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams.
- Ability to work independently, prioritize tasks, and manage multiple projects simultaneously.
- Proficiency in Microsoft Office Suite.
