Nature of Work

This is highly responsible administrative and highly specialized technical work managing the operations of the Crime Scene Investigation Unit and the Technical Services Detail which includes crime scene and fingerprint processing, photographic laboratory, fingerprinting and latent print examination in the Department of Police.

An employee in this classification is responsible for planning, coordinating and scheduling activities through subordinate supervisors of the Unit and Detail; ensuring that staff are properly trained and kept abreast of new developments in technical field; developing and administering annual operating budget; developing and/or reviewing operating policies, procedures and performance standards. Work is predominantly intellectual as opposed to routine mental, manual, mechanical or physical work, and requires the consistent exercise of discretion and judgment in its performance. Supervision is exercised over subordinate supervisors, technical and clerical personnel. General supervision is received from a Police Captain or higher-level administrator and work is reviewed through meetings, reports submitted and results obtained.

Essential Functions

Plans, organizes, controls and directs through subordinate supervisors, the operations of the Crime Scene Investigations, Technical Services and Criminal Information Units; ensures adequate staffing by reviewing and discussing work schedules with the Crime Scene Investigation/Technical Services Supervisors; ensures timely and accurate processing and documentation of crime scene findings, latent print examinations, etc.

Studies the operations of the unit and develops internal operating procedures to improve efficiency and effectiveness.

Establishes and monitors both quantitative and qualitative performance standards; projects personnel and equipment needs, makes recommendations as required.

Develops and/or assists in the development of the Unit’s budget preparation and monitors on-going expenditures. Has a significant role in determining the budgetary goals and objectives for the unit/detail.

Identifies and conducts research on local, state, and federal grant opportunities. Monitors and facilitates special requirements of various grants awarded for investigative and forensic services.

Coordinates and ensures payment is issued for work performed under vendor contracts; maintains documentation and reviews product/services on all vendor contracts.

Serves as a liaison with other law enforcement agencies regarding all phases of Criminal Identification and Forensic services, techniques, procedures and equipment.

Coordinates the legislative process involving mandatory agreements with other law enforcement agencies.

Monitors and evaluates staff performance, either directly or through subordinate supervisors; reviews reports on employee attendances, leave requests and vacation schedules; counsels employees as needed and initiates appropriate actions.

May be called upon to testify in court as an expert witness on all aspects of Forensic Investigations.

Monitors and may participate in the progress of important investigations.

Develops training curriculum and conducts or ensures the conduct of in-service training for employees to keep abreast of the latest technological changes and updates in the field of forensic science.

Attends various meetings and conferences representing the Police Department’s Crime Scene Investigation/Technical Services operations, as required.

Coordinates with the Unit/Detail Supervisor on the development and dissemination of statistical reports and information for department use. Prepares special reports, as required.

Coordinates and evaluates the delivery of services provided to the Department and the community.

Performs other related work as required.

Minimum Requirements

  • Bachelor’s degree in Police Science, Criminology or a related field.
  • Extensive twelve (12) years experience in crime scene investigations and fingerprint identification with a recognized police agency including thorough seven (7) years of related supervisory experience.

OR

  • Equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience mentioned above.

  • Proof of education in the form of Bachelor's degree in (or transcripts) Police Science, Criminology or a related field or higher from an accredited college or university. Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
  • To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.
  • Approved Credential Evaluation Agencies:
Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:
  • An accredited four-year college or university in the United States, OR
  • A current member of the National Association of Credential Evaluation Services (NACES), OR
  • A current member of the Association of International Credential Evaluators (AICE), OR
  • A recognized Professional Organization

Selection Preference for City Residents:
In accordance with APM 2-02, applicants for classified positions who are City of Miami residents and new hires will receive preference in selection from interview ranking bands provided that any two (2) of the following documents are submitted with the employment application and again at time of interview:

A. Utility bill dated within 60 days of the date of submission

B. Valid Florida Driver License or State-issued I.D.
C. Property Tax Statement dated within 1 year of the date of submission
D. Properly executed valid lease agreement
E. Homestead Exemption dated within 1 year of the date of submission
F. Motor Vehicle Registration dated within 90 days of the date of submission
